What is EPF reimbursement in Gujarat?
Under the Viksit Gujarat Industrial Policy 2026, an eligible manufacturing unit gets back 100% of the employer’s statutory EPF contribution for its new employees working in Gujarat. The monthly cap per employee is the lower of 12% of basic pay plus DA and retaining allowance, or ₹1,800 for men, ₹2,500 for women and ₹3,000 for specially abled employees. MSMEs claim it for five years from the date of commercial production; large, mega and ultra mega units for ten years, except large units in thrust sectors, which get eight.
- Legal basis
- Scheme for assistance to MSMEs, para 7 (GR IMD/WRT/e-file/9/2026/2630/CH, 25 September 2026); scheme for Large, Mega and Ultra Mega industries (GR IMD/WRT/e-file/9/2026/2320/I, 8 September 2026).
- Who qualifies
- A new enterprise, or an existing one that expands or diversifies, that starts commercial production during the scheme period (1 June 2026 to 31 May 2031).
- What is reimbursed
- 100% of the employer’s statutory EPF contribution actually paid for new employees working in Gujarat.
- Monthly cap per employee
- 12% of basic pay + DA + retaining allowance, or ₹1,800 (men), ₹2,500 (women), ₹3,000 (specially abled), whichever is lower.
- For how long
- MSMEs: 5 years from the date of commercial production. Large, Mega, Ultra Mega: 10 years — except large units in thrust sectors (Annexure A), which get 8. Large units in selected thrust sectors keep 10.
- How it is paid
- Quarterly, against the EPF payment receipts the employer submits.
- Who sanctions it
- Micro and small units: General Manager, District Industries Centre. Medium units: MSME Commissionerate. Large and above: Industries Commissionerate.
Where it adds up fastest. Labour-intensive plants that hire in batches at the start of production — and expansions that add a new shift.
- Sanand, Becharaji — auto components
- Surat, Ahmedabad — textiles and garments
- Rajkot, Jamnagar — engineering, brass parts
- Morbi — ceramics
- Vapi, Ankleshwar — chemicals and packaging
New in 2026 · what VGIP 2026 sets
- Units starting production from 1 June 2026 (to 31 May 2031) claim under VGIP 2026. Units already in production stay on the Aatmanirbhar Gujarat Scheme.
- Separate monthly caps: ₹1,800 for men, ₹2,500 for women and ₹3,000 for specially abled employees — always limited to 12% of basic pay plus DA.
- Five years for MSMEs from the start of production. Large units claim for 8 or 10 years under their own GR.
- Quarterly claims on EPF payment receipts: micro and small units with the District Industries Centre, medium units with the MSME Commissionerate.
Which employees count: the new-employee test
Only a new employee counts: someone who did not have a Universal Account Number (UAN) before joining your unit, and who joins during the incentive period. An employee who held a UAN at a previous employer does not count, even if they are new to your factory. For an expansion or diversification, only the increase over your pre-expansion headcount qualifies.
Counts toward the claim
- A first-time EPF member who joins after production starts, within the incentive period
- Women and specially abled new employees — at their higher caps
- In an expansion, each employee above the headcount you had before it
Does not count
- Anyone who had a UAN before joining you, whatever their previous employer
- Your existing staff, including those moved to the new line
- Employees not working in Gujarat
Check the UAN at the joining stage, not at claim time. A joining checklist that records “no prior UAN” — with the EPFO record to back it — is what the reviewing officer asks for.
How much: 100% of the employer share, up to a cap
The reimbursement is the employer’s 12% contribution, capped per employee each month. EPF is compulsory on pay up to ₹15,000 a month, where the employer’s share is at most ₹1,800 — so the higher caps for women (₹2,500) and specially abled employees (₹3,000) come into play only where you contribute on higher pay.

| Employee | Cap a month | On ₹15,000 pay | On ₹25,000 pay (EPF on actual pay) |
|---|---|---|---|
| Men | ₹1,800 | ₹1,800 | ₹1,800 |
| Women | ₹2,500 | ₹1,800 | ₹2,500 |
| Specially abled employees | ₹3,000 | ₹1,800 | ₹3,000 |
EPF reimbursement is a separate component of the scheme (para 7). The combined ceiling of 45% or 35% of eligible fixed capital investment in para 4.2 covers capital, interest and power tariff subsidy.
EPF reimbursement in numbers
Four illustrations with steady headcount through the period. Real claims follow the EPF actually paid each quarter.
How to claim EPF reimbursement, step by step
Establish the unit’s eligibility after production starts, keep a clean record of which employees are new, pay EPF on time, and file a claim every quarter with the payment receipts.
Establish eligibility under the scheme
Get the unit’s eligibility on record after production starts: micro and small units with the District Industries Centre, medium units with the MSME Commissionerate, large units with the Industries Commissionerate.
After production startsTag every new employee at joining
Record whether each joiner had a UAN, and flag women and specially abled employees. For an expansion, freeze the pre-expansion headcount.

Conditions that decide every claim
- New employee
- No UAN before joining the eligible unit, and joining during the incentive period.
- Expansion and diversification
- Only the increase over the headcount that existed before the expansion or diversification.
- No double benefit
- A unit that has availed EPF reimbursement under any other central or state scheme, or a government agency’s scheme, is not eligible for this incentive for that period.
- Gujarat domicile
- Units claiming capital, interest or power tariff subsidy must employ at least 85% Gujarat-domiciled staff overall and 60% in managerial and supervisory roles; for large units this is a condition of the scheme.
- Continuous production
- The unit must stay in production through the incentive period; breaks beyond management’s control can be condoned.
- Production before 1 June 2026
- Such units remain under the previous Aatmanirbhar Gujarat Scheme and its terms.
Where EPF reimbursement claims go wrong
- Counting experienced hires.Anyone who had a UAN elsewhere is out, even on their first day with you.
- Claiming existing staff after an expansion.Only the headcount above the pre-expansion level counts.
- Late EPF payments. No payment receipt for a month means nothing to claim for it.
- Not flagging women and specially abled employees.Their higher caps apply only if your records show them.
- Letting quarters lapse.Claims are quarterly; a missed quarter is a gap that is hard to recover.
- Overlapping schemes.EPF reimbursement taken under another government scheme for the same period rules this one out.
EPF reimbursement: questions we get asked
What is EPF reimbursement in Gujarat?
It is a Viksit Gujarat Industrial Policy 2026 incentive: the state reimburses 100% of the employer’s statutory EPF contribution for new employees of an eligible manufacturing unit, up to ₹1,800 a month for men, ₹2,500 for women and ₹3,000 for specially abled employees, or 12% of basic pay plus DA if lower.
For how many years is EPF reimbursed?
For MSMEs, five years from the date of commencement of commercial production. Large, mega and ultra mega units get ten years, except large units in thrust sectors, which get eight; large units in the selected thrust sectors (sports goods, toys, footwear, robots and drones) keep ten.
Who is a new employee for EPF reimbursement?
An employee who did not have a Universal Account Number (UAN) before joining the eligible unit and who joins during the incentive period. Experienced hires with an existing UAN do not count.
Do women employees get a higher EPF reimbursement?
Yes. The monthly cap is ₹2,500 for women against ₹1,800 for men, and ₹3,000 for specially abled employees. Because the reimbursement is the lower of the cap and 12% of basic pay plus DA, the higher caps apply only where EPF is paid on pay above ₹15,000.
Does an expansion qualify for EPF reimbursement?
Yes. An existing enterprise that carries out an eligible expansion or diversification and starts commercial production in the scheme period qualifies, but only for the increase in headcount over what it had before.
How often is EPF reimbursement paid?
Quarterly, on the basis of the EPF payment receipts submitted by the employer.
Who sanctions EPF reimbursement?
For micro and small enterprises, the General Manager of the District Industries Centre; for medium enterprises, the MSME Commissionerate; for large, mega and ultra mega units, the Industries Commissionerate.
Is EPF reimbursement part of the 45% combined ceiling?
The combined ceiling of 45% (Category-A talukas) or 35% (Category-B) of eligible fixed capital investment in para 4.2 of the MSME scheme covers capital, interest and power tariff subsidy. EPF reimbursement is a separate component under para 7.
Can EPF reimbursement be combined with another EPF scheme?
No, not for the same period. A unit that has availed EPF reimbursement under any central or state scheme, or a government agency’s scheme, is not eligible for this incentive for that period.
Our unit started production before 1 June 2026. Which scheme applies?
Enterprises that commenced commercial production before 1 June 2026 are governed only by the previous Aatmanirbhar Gujarat Scheme. Units not yet in production by then may opt for the previous scheme within six months of the GR, but they must start production by 4 October 2027 to use it.
